Why is it not possible for South Today regional programmes to be shown on freeview HD channel 101 now?

Why are community radio stations, some of which cover an area comparable to commercial and BBC local stations, not listed on your local radio page?

What is the reason the Smithsonian channel has disappeared from our freeview screens? It was surely very popular regularly screening colourised images of original monochrome newsreels.
